Leonardo Menes

Leonardo holds a law degree from the National Autonomous University of Mexico (UNAM) and a master's degree, which has given him extensive experience in both the public and private sectors. He worked at COFEPRIS (Federal Commission for Protection against Sanitary Risks) as Legal Director, as well as General Coordinator of the Federal Health System, and in other executive positions.

In the private sector, he worked in the pharmaceutical, food, soft drink, alcoholic beverage, pesticide, and tobacco industries.

He has been a founding partner of CONSULEX Consultores since 2019.

Diego Acevedo

I currently dedicate myself full-time to my professional practice as an advisor and consultant in health and public affairs.

My primary areas of expertise include advising companies of all sizes on entering or expanding their presence in the Mexican market.

Additionally, I have over five years of experience in legislative matters; this combination of skills, along with my prior experience, allows me to understand the Mexican market, its risks, and its opportunities.

Armando Guerra

With over 19 years of experience in health regulation—including 12 years at COFEPRIS and 7 in the private sector, I specialize in developing strategies to obtain registrations, import permits, and licenses for agrochemical and healthcare products.

I provide strategic legal consulting from the early stages of company formation, helping clients connect with key industry and government contacts and ensuring they have the proper documentation to meet their legal and commercial goals.

He is one of the founding partners of CONSULEX Consultors since 2019.

Adhair Guerra

Corporate attorney and member of this firm, with experience in corporate legal matters and health regulation.

I have successfully handled complex processes before health authorities, including obtaining authorization for the recreational use of cannabis, demonstrating a strong understanding of regulatory frameworks and legal strategy in emerging sectors.
